UPDATE; HOMICIDE

On 3-20-2018, Tom Green County Sheriff's Office received a report that a citizen had discovered a body in a trash dumpster located in the 1000 block of Cactus Lane in Tom Green County.  The Tom Green County Sheriff's Office along with the Texas Rangers responded to the location, processed the scene and recovered the body of a 24 year old Hispanic female.  The deceased was identified as Camille Garcia who had been living in San Angelo area without any specific address.  Justice of the Pease J.P. McGuire conducted an inquest and ordered an autopsy to be performed.  On 3-21-2018, an autopsy was performed at the South Plains Forensic Pathology in Lubbock, Texas and cause of death was determined to be a single gunshot wound. 

On Tuesday night and Wednesday morning, Tom Green County Sheriff's Office Investigators along with investigators from the Department of Public Safety Criminal Investigations Division, Texas Rangers and the San Angelo Police Department Street Crimes Division began developing leads   and conducting interviews in the investigation.  On Wednesday afternoon Andres Rios Ramirez became a subject of interest in the investigation.  Tom Green County Sheriff's Deputy Grayson Heirs observed Ramirez operating a vehicle on the Southside of San Angelo and conducted a traffic stop on Ramirez with the knowledge that Ramirez did not have a valid driver license.  During the traffic stop, Deputy Heirs discovered a loaded pistol in the vehicle.  Andres Ramirez was taken to the Tom Green County Sheriff's Office where he was questioned by the lead Tom Green County Investigators Andrew Alwine and Corey Speck.  Investigators obtained a confession from Ramirez.

On 3-21-2018, an arrest warrant charging Ramirez with the offense of Murder was issued by Justice of the Peace J.P. McGuire.  Ramirez was booked into the Tom Green County Jail. 

On 3-21-2018, a search warrant was issued and executed at 629 Antonio Street, San Angelo, Texas by members of the Tom Green County Sheriff's Office, Texas Rangers, Texas DPS Criminal Investigations Division and the San Angelo Police Detective Division.  Evidence was seized from the residence that established the fact that the murder had occurred at the residence.

Tom Green County Sheriff David Jones expressed his gratitude for the public's response to his request for information on the victim along with the valuable assistance from the Texas Department of Public Safety and the San Angelo Police Department in bringing this tragic case to a conclusion in such a quick and efficient manner.
