STANDOFF ENDS WITH SURRENDER OF SHOOTING SUSPECT
On Tuesday, November 9, 2021, the Tom Green County Sheriff's Office responded to the report of an "unknown problem" at US Highway 87 and Apache Lane in Tom Green County. As deputies arrived at the scene, they received a subsequent call of a shooting victim at Shannon Medical Center, 120 E. Harris. The subsequent investigation revealed that Dwayne Evans, aka Dwayne Tatum of San Angelo, had kidnapped three subjects at gunpoint from an apartment in San Angelo. The suspect forced the victims into a vehicle and had one of the victims drive the vehicle out of San Angelo and north on US87 into Tom Green County. As the vehicle approached the intersection of US Highway 87 and Apache Lane, Dwayne Evans discharged the firearm, striking one of the kidnapping victims. Following the shooting, two kidnapping victims inside the vehicle were able to escape the vehicle leaving only the suspect and the shooting victim. Dwayne Evans subsequently drove the victim to Shannon Medical Center and left her at the emergency room where she was treated for two gunshot wounds.
Investigators from the Tom Green County Sheriff's Office were able to locate Evans at The Enclave Apartment Complex, 17 West 31st street. Evans barricaded himself inside the apartment and refused to surrender to law enforcement. The Tom Green County Sheriff's Special Response Team (SRT) and Crisis Negotiation Unit (CNU) responded and were able to negotiate the surrender of Evans without further incident.
Currently, Dwayne Evans, aka Dwayne Tatum is in the Tom Green County jail facing charges of Aggravated Assault with a Deadly Weapon and Aggravated Kidnapping. The Tom Green County Sheriff's Office was assisted by the San Angelo Police Department, Texas Department of Public Safety, the Center for Tactical Medicine, and Tom Green County Constables.
